Who acted and who was affected became clear on Tuesday when members of the Rivers State House of Assembly returned a N100,000 Christmas bonus sent to them by Governor Siminalayi Fubara, saying they did not approve or request the money.

What happened was that each lawmaker received a bank alert for the cash gift, which was part of a wider festive payment made to civil servants and some public office holders in the state. The lawmakers said the transfer to their personal accounts was unsolicited.
Where the issue unfolded was within the Rivers State House of Assembly, where the lawmakers met and agreed to send the money back to the state government account immediately after confirming the source of the payment.
When it happened was on December 30, 2025, barely days after the governor authorised the festive payments across the state.
Why the lawmakers rejected the money, according to them, was because it did not follow due process.

They said all public spending must receive legislative approval and accused the governor of repeatedly withdrawing state funds without the consent of the Assembly since 2023.
How the decision was communicated was through a statement signed by the chairman of the House Committee on Information, Petitions and Complaints, Enemi Alabo George, who warned government officials against working with the governor to bypass the law, insisting the Assembly would not be part of any action that violates the constitution.
