The Ministry of Transportation, through its Directorate of Public Transport and Commuter Services (PTCS), will coordinate the exercise in collaboration with the Vehicle Inspection Service (VIS) and the Lagos State Traffic Management Authority (LASTMA).

The Director of Public Transport and Commuter Services, Nuhman Edu, said the measure was designed to improve security for commuters, promote accountability among transport operators and ensure compliance with existing regulations.

Edu explained that proper identification of commercial vehicles, drivers and conductors would make it easier to trace operators and investigate complaints involving vehicles suspected of being used for criminal activities.

He added that the system would also help authorities respond more quickly to complaints from passengers.

The move is expected to address concerns among Lagos commuters who often struggle to identify or report commercial bus operators following disputes, accidents or alleged criminal incidents.

Edu assured transport operators that the enforcement exercise would be conducted in line with existing laws, regulations and approved procedures. He said vehicles found to be non-compliant would be subjected to the appropriate enforcement or corrective measures.

He explained that the framework would cover six key areas, including verification of required PTCS documents, recording of vehicle compliance status, identification of violations, initiation of enforcement measures, information sharing among participating agencies and referral of cases requiring further administrative or regulatory action.

According to the director, the arrangement would help prevent overlapping responsibilities among the agencies and ensure a more coordinated approach to transport regulation.

Edu also said the ministry recognised the importance of securing the cooperation of commercial transport operators before enforcement begins. He disclosed that transport unions and associations would be engaged through stakeholder meetings, media campaigns and public awareness programmes to familiarise drivers and conductors with the requirements.

He maintained that passenger safety and security remained central to the government’s decision to strengthen regulation of public transportation.

The director further revealed that the ministry would introduce continuous monitoring and assessment of compliance across the state. Reporting and feedback mechanisms would also be established to identify regulatory gaps and address them promptly.

The effectiveness of the initiative is expected to depend on sustained enforcement, proper communication with transport operators and regular monitoring after its introduction.

However, the state government has yet to announce a specific date for the commencement of the enforcement exercise.
