The Borno State Government has defended its rehabilitation programme for former insurgents, saying repentant fighters are made to swear with the Holy Quran before returning to society.

Officials said the oath is the final stage of the deradicalisation process under the state’s reintegration model.

Commissioner for Women Affairs and Social Development, Zuwaira Gambo, said the process is designed to discourage ex-fighters from returning to violent groups after rehabilitation.

She explained that the oath carries deep spiritual consequences for anyone who breaks the agreement.


The government also admitted that funding remains a major problem in running the programme.

Authorities said feeding, clothing, educating and supporting large numbers of rehabilitated persons continue to place pressure on available resources.


The development comes as debate grows over the Federal Government’s Operation Safe Corridor initiative, which recently cleared 744 former insurgents for reintegration.

Afam Osigwe and Isa Sanusi both called for more transparency and greater attention to victims affected by terrorism.
