Former Minister of Aviation, Osita Chidoka, has called on Nigeria to ensure inclusivity in its proposed adoption of Computer-Based Tests (CBT) for WAEC examinations, stressing that rural students must not be left behind.

Speaking at a webinar hosted by the Digital and Technological Empowerment Innovation Initiative for Next Generation (DIniti8tive), Chidoka said access to digital tools and stable connectivity is a matter of justice, not privilege.

“A child in Daura or Obudu has the right to a glitch-free exam, just like a child in Abuja,” he said, while proposing the creation of a Digital Equity Fund to provide connectivity and power solutions for underserved communities.

The former minister, who also founded the Athena Centre for Policy and Leadership, urged schools to digitalize administration and learning processes, adding that exam days should be treated as priority days with third-party certification to guarantee credibility and inclusivity.
WAEC’s Head of Systems, Adelodun Adedayo, assured participants that connectivity concerns are being addressed and that transitioning to CBT is achievable.
Other speakers emphasized equity in education. Evans Uteli described examinations as a human rights issue and recommended a pilot phase before full implementation. EdTech expert Alex Onyia suggested leveraging technologies like Starlink and solar power to close infrastructure gaps.
Dr. Fidelis Ekom, Co-founder of DIniti8tive, said the webinar was the beginning of broader engagements on the subject, while Dr. Aiyemidara Akala, Chairman of its Board of Trustees, reaffirmed the group’s commitment to bridging Nigeria’s digital divide so no child is excluded in the CBT plan.
