Socio-Economic Rights and Accountability Project has asked former Sole Administrator of Rivers State, Vice Admiral Ibok-Ete Ekwe Ibas (retd.), to account for over N254 billion spent during his six-month tenure.

Ibas was appointed by President Bola Tinubu in March 2025 after the federal government declared a state of emergency in Rivers. The interim administration ended last week with the reinstatement of Governor Siminalayi Fubara.

In a Freedom of Information request, SERAP demanded a breakdown of allocations received from the Federation Account between March and August 2025. The group also raised questions about the reported N22 billion earmarked for the installation of CCTV in the State House.

SERAP explained that Nigerians have a legal right to know how public resources were managed during the emergency period. The organisation stressed that access to such information promotes transparency, accountability, and helps to address concerns of corruption or mismanagement.
The group said its request was backed by the Freedom of Information Act, the Nigerian Constitution, as well as regional and international conventions guaranteeing citizens’ right to information. It maintained that emergency rule could not be used as an excuse to withhold public spending details.
SERAP concluded that full disclosure of the expenditure would allow citizens to scrutinise government actions and build trust in the use of resources meant for the state.
