He said some attackers had already entered the city after fleeing pressure from military operations on insurgent camps.
He explained that security forces had intensified strikes on hideouts linked to Boko Haram across Sambisa, Konduga and nearby areas, forcing some attackers to escape into civilian areas.
According to him, three of those individuals had already carried out attacks, while two others were still being tracked.
The governor said the planned attacks were meant to divert attention from ongoing military operations.
He added that residents had been advised to limit movement during the festive period, as crowded locations are often targeted.
Despite this, he noted that a full lockdown was not possible due to the large population of Maiduguri.
He confirmed that security agencies were working to locate and stop the remaining suspects before they strike.
He also acknowledged support from Bola Ahmed Tinubu, noting that funding and logistics had strengthened the fight against insurgents, while expressing confidence that the threat would eventually be contained.
