NCAA Warns Unruly Passengers Face Fines And Jail

Nigerian aviation authorities have restated the penalties awaiting passengers who misbehave on board aircraft following the recent controversies involving Fuji musician Wasiu Ayinde, popularly known as KWAM 1, and Ibom Air passenger Comfort Emmanson.

The Nigeria Civil Aviation Authority explained that under the NCAA Act 2022, unruly behavior attracts strict punishments ranging from a fine of N200,000 to two months in prison, or both. The law spells out different forms of conduct that could lead to conviction, including interference with crew duties, violent or threatening acts, use of mobile devices against flight instructions, and disobedience of safety rules.

According to the provisions, anyone who obstructs or distracts a crew member while carrying out official duties commits an offence and can be prosecuted. The law also addresses cases of assault, intimidation, or threats directed at cabin crew, stressing that such behavior compromises safety and will not be tolerated.

The use of mobile phones and other devices that could interfere with aircraft communication or navigation systems is equally criminalised. Passengers who ignore pilot or crew instructions and operate such devices risk fines and possible jail terms.

The Act further strengthens the authority of the pilot-in-command, granting the right to take reasonable measures to restore order if faced with an unruly passenger. Captains are also empowered to seek assistance from others onboard to protect the aircraft and passengers when necessary.

The renewed attention to these rules comes after the Ibom Air incident involving Comfort Emmanson and the disruption linked to KWAM 1 on a ValueJet flight. Both cases sparked heated debates about safety, discipline, and passenger responsibility during flights.

The NCAA shared the full breakdown of the penalties on its official social media page on Monday, reminding the public that strict adherence to aviation laws is vital for protecting both crew and passengers.
