Independent petroleum marketers in Nigeria have announced plans to move into refinery ownership while directing their members to buy fuel from the Dangote Petroleum Refinery as part of efforts to strengthen local refining.

The plan was disclosed in Abuja on Thursday by the national leadership of the Independent Petroleum Marketers Association of Nigeria during a briefing on recent changes in the oil and gas regulatory space.

The association said the move is aimed at cutting Nigeria’s dependence on imported fuel and ensuring steady supply across the country, noting that independent marketers control most fuel retail outlets nationwide.

IPMAN explained that it is seeking policies that will allow its members to invest in and operate refineries locally, adding that domestic refining should take priority over fuel imports in national planning.
The group also announced an agreement with the Dangote refinery to supply petrol directly to its members from January 2026, including free delivery to filling stations, a step it said would help lower pump prices.
IPMAN urged regulators to clear long-standing debts owed to its members and called on the new leadership of petroleum agencies to focus on policies that support local production, investment and economic stability.
