Japan has denied reports that it plans to introduce a special visa category for Nigerians who wish to relocate to Kisarazu, the Japanese city recently paired with Nigeria under a new exchange initiative.

The clarification came after widespread reports suggested that Nigerians, including skilled workers and artisans, would benefit from a special visa to live and work in Kisarazu. The reports were linked to a statement from the Nigerian government following the 9th Tokyo International Conference for African Development (TICAD9) in Yokohama last week.

At the conference, the Japan International Cooperation Agency (JICA) launched the “JICA Africa Hometown” programme, designed to foster stronger ties between African nations and Japanese local governments. As part of the initiative, four Japanese cities were matched with four African countries: Kisarazu with Nigeria, Nagai with Tanzania, Sanjo with Ghana, and Imabari with Mozambique.

The Nigerian government had earlier announced that Japan intended to create a special visa arrangement for highly skilled and innovative young Nigerians as well as artisans willing to upgrade their skills. This announcement was reported widely in both local and international media.
However, the Japanese foreign ministry has now made it clear that while the “JICA Africa Hometown” project will promote exchanges through cultural and developmental activities, it does not involve any plans to issue special visas or encourage large-scale migration.
The ministry added that it would continue to release accurate updates on the programme to avoid further confusion.
