The letters, marked restricted and received by the Speaker’s office on October 13, stated that the bills were transmitted in accordance with Section 58(2) of the 1999 Constitution, as amended.

The proposed legislation comprises the National Drug Law Enforcement Agency Bill, 2026; the Nigerian Safety Investigation Bureau (Amendment) Bill, 2026; and the National School of Government Bill, 2026.

The National Drug Law Enforcement Agency Bill seeks to repeal the existing NDLEA Act and the Indian Hemp Act, establishing a consolidated legal framework for tackling the cultivation, processing, sale, trafficking and use of hard drugs. It would also empower the agency to investigate individuals suspected of involvement in drug-related activities.

The Nigerian Safety Investigation Bureau (Amendment) Bill proposes changes to the bureau’s establishment law of 2022, repositioning it as an independent, multimodal safety investigation authority. Its responsibilities would extend beyond aviation to include rail, maritime and other transport-related incidents.

The amendment would also transfer supervisory oversight of the bureau to the Presidency and strengthen its institutional, operational and administrative powers.

Meanwhile, the National School of Government Bill seeks to repeal the Administrative Staff College of Nigeria Act and establish the National School of Government, Nigeria, as a centre for leadership development, policy implementation and executive capacity building.

Tinubu urged the House of Representatives to give the three bills expeditious consideration.
