President Bola Ahmed Tinubu will on Wednesday, October 8, 2025, commission the Otakikpo Onshore Crude Oil Export Terminal in Andoni Local Government Area of Rivers State.

Built by Green Energy International Limited (GEIL), operator of the Otakikpo Field (PML 11), the $400 million facility is the first wholly indigenous onshore crude oil export terminal in Nigeria and the only one constructed in the last five decades. The last onshore terminal before it, Forcados, was commissioned in 1971.

The inauguration will be attended by Rivers State Governor Siminalayi Fubara, top federal officials, and industry stakeholders, including the Minister of State for Petroleum (Oil), Heineken Lokpobiri.

According to GEIL, the terminal is a strategic step in line with Tinubu’s drive to ramp up national oil production. Nigeria’s oil operators have long cited evacuation bottlenecks as a major obstacle to meeting the government’s three million barrels per day target. The new facility is expected to provide a crucial outlet for over 40 stranded oil fields, enabling the evacuation of millions of barrels that would otherwise remain trapped.
The Otakikpo terminal has an initial storage capacity of 750,000 barrels, expandable to three million, with a loading capacity of 360,000 barrels per day.
Chairman/CEO of GEIL, Professor Anthony Adegbulugbe, described the project as a “game-changing national infrastructure” that will lower production costs, strengthen Nigeria’s oil output, and create new opportunities for indigenous operators.
