Osun ALGON Accuses CBN Of Using APC Members As Signatories To Council Accounts

The Association of Local Governments of Nigeria (ALGON), Osun State chapter, has accused the Central Bank of Nigeria (CBN) of colluding with the All Progressives Congress (APC) to illegally open and operate local government accounts with party members as signatories.

Addressing journalists in Osogbo, ALGON chairman Sarafadeen Awotunde, alongside other council bosses, said the scheme came to light when APC governorship aspirant and party lawyer, Kunle Adegoke (KRAD), admitted on national television that the CBN had opened council accounts with APC members instead of statutory civil servants as signatories.

Awotunde described the move as “a brazen illegality” aimed at diverting public funds, stressing that by law, only designated civil servants such as Heads of Local Government Administration, Directors of Administration, and Directors of Finance are authorized to manage council accounts.

He noted that APC’s purported council chairmen had no legal standing, recalling that their election was nullified by the Federal High Court in Osogbo in November 2022, a ruling later upheld by the Court of Appeal in Akure in June 2025.

ALGON further alleged that officials of the CBN’s Osogbo branch rejected legitimate civil servants when they attempted to open accounts, but went ahead to recognize APC members.

“This is a clear violation of court judgments and banking regulations, and a direct threat to the welfare of Osun people,” the group said.

To support their claims, ALGON said it has submitted certified documents, including court rulings, regulations on statutory account signatories, and certificates of return issued to its members by the state electoral commission.

The group demanded that CBN Governor immediately investigate the conduct of its Osogbo officials and compel Adegoke to substantiate his claims publicly.

ALGON also questioned why Osun appeared to be singled out in local government fund disbursement, noting that other states continue to receive allocations through the State-Local Government Joint Accounts in line with the constitution.

The council bosses vowed to resist what they called a plot against Osun people. “We will not relent in defending the mandate freely given to us and in protecting the patrimony of our local governments. Justice must prevail,” they declared.
